9月7日，广州。完成了最后的面试，历时长达将近十二年的移民申请之路，终于走到了只剩最后一个句号的地方。在这十多年中，我从没为移民之事开心或者不开心，仍旧按着平常的节奏，过着平常的每一天，自己的工作丶孩子的学业和成长，什么都没耽误或者受到影响。从容不迫，一直是我对待生活和工作的态度。美国还是中国？纽约还是上海？西方还是东方？又有什么所谓呢？始终记住自己身上的责任，做好一个儿子，做好一个父亲，做好一个丈夫，其实，在哪儿都是一样的。我相信顺其自然，我相信水到渠成，我相信无论期待还是不期待，那一天终将会来。回来后将所剩的文件整理归档收纳，觉得有必要将这一完整的过程记录下来，一来是对这十多年申移之路的总结，二来呢，我觉得更重要的是，我的很多关于移民的知识和经验都是从这里得来的，我无偿从前人那里得到了东西，那我也应该同样留下些东西给后来的朋友们。如能对别人有些许的帮助的话，那，敬请拿去吧。以下为整个移民申请之过程，按时间顺序以流水账方式记录。一。申请1999年年底（具体日期已不详）,由申请人（我母亲）在美向移民局（USCIS）提交F3已婚成年子女移民申请。提交文件内容：I-130表申请人经认证的护照和公民证复印件申请人及受益人（含随行人员）出生公证支票（包括主受益人及随行人员每人各约70美金左右或许还有其他材料，我不太记得了。二。批准2001年10月，收到美国国家签证中心（NVC）寄给我的函件，告知我的移民案子已被转移至NVC,需要接受排期等待，在此期间，不要安排任何辞去工作丶出售不动产等计划云云，并告知了GZU号码，优先日期为02DEC1999.三。地址信2007年11月，收到NVC寄给我的函件，告知移民程序已到需要主受益人确定联系地址和是否选定Agent,并告知如何操作，内附DS-3032表。于是按照要求，选定在美的弟弟为Agent,并填完DS-3032表，寄往NVC.四。缴费2008年初，弟弟收到NVC缴费通知，并按通知要求寄出支票，每人约400多美金（这个阶段我对移民程序还比较懵懂，具体步骤都是母亲和弟弟操作的。）于2008年4月，弟弟收到收据，表示已经收讫所有移民程序所需费用，并要求接下来的步骤按照NVC官方网站上的指引去完成所需文件，并给出网页链接。并告知这张收据将必须用于后续文件的封面。五。暂停因当时我并不急着出国，所以没有提交所需的文件材料，只是每个年度由弟弟向NVC打个电话，通知对方暂时不进行后续步骤，并使案件始终处于激活状态。这段时间从2008年初，一直到2011年3月，整整3年。以上步骤都不是由本人亲自操作，均为由申请人或Agent操作，而接下来的流程均由本人亲自处理，所以在体会上更为熟悉和了解。六。重启2011年3月，决定出国了，于是进行移民程序的后续步骤。此时对移民过程后面需要做些什么并不太懂，于是由弟弟向NVC发邮询问接下来的步骤和该提交的文件，很快NVC回邮，并附有一份CheckList,告知所需提交的文件。为了了解如何完成所需材料，上网查找资料，起先主要研究USCIS丶NVC丶广州领事馆这三个官方网站，掌握了基本情况。七。申请电子化处理为了加快流程，接着按照论坛上学来的经验，向NVC发邮请求电子化处理，其实操作上很简单，而且很快，从申请到批准一共用了10个工作日。2011年3月31日，给NVC写了个邮件如下：标题为：OPTIN GUZXXXXXXXXXX邮件全文为：Dear NVC Officer:We'd like to request the option of electronic processing of our case. Please see the following case info:Case Number: GUZ1234567890Beneficiary's Name: 某某某DOB: DD/MM/YYYYEmail: [email protected]'s Name: 某某某DOB: DD/MM/[email protected] agent's Name: 某某某Email: [email protected] Address: XXXXXXXXPlease let us know if you have any question.Sinererely,某某某2011年4月13日，NVC发来回邮，告知已收到申请要求，并要求确认是否确实需要进入电子化处理程序，全文如下：Dear Sir/Madam:Thank you for your interest in processing your case electronically with the National Visa Center （NVC）.Your case has been updated with the email address you have provided to us.We would like you to confirm how you prefer us to process your case. All future correspondence regarding this case must be done electronically if you chose to do so.All documents and forms that we request and require from you should be scanned copies of the originals. The applicant must present all original formsand documents to the Consular officer at the visa interview. Failure to present the required originals atthe visa interview will result in a denial or delay in obtaining a visa for the sponsored applicant.A new Affidavit of Support form should be completed, scanned and emailed to us along with all supporting documentation. All future correspondence regarding this case must be done electronically. We regret to inform you that in order to protect your personal information, we cannot return the submitted forms and documents to you.If you choose to continue with the traditional paper process, all correspondence regarding this case will be done through the postal service. All future documents will need to be sent to us through the postal system.Please let us know what your intention is for processing.于是立刻回邮致以确认：Dear Madam/Sir:We'd like to confirm to use the electronic process option to process our case. We will submit our scanned documents once they are ready.Thanks,某某某第二天，也就是4月14日，就收到NVC的确认邮件，表示已确认转到电子化处理程序，并同时告知了GZO号码，全文如下：Dear Sir/Madam:The National Visa Center （NVC） received your correspondence.As this case is processing electronically,all forms and documents must be sent via email as scanned attachments to [email protected] .Sending physical documents to the NVC will delay the processing of your case.This case is now enrolled in the Electronic Processing Program.The additional email addresses submitted with the enrollment email were added to our records.Please note that all forms and documents that we request and require in the future must be scanned copies of the originals. The applicant must present all original forms and documents to the consular officer at their visa interview. Failure to present the required originals at the visa interview will result in a denial or delay in obtaining a visa for the sponsored applicant.This correspondence is also to notify you that the principal applicant's case number was changed. The new case numberstarts with GZO （instead of GUZ） and is followed by a new set of ten numbers.This change was made to identify the case for both the NVC and the U.S.Consulate General in Guangzhou, China as participating in the Optional Electronic Processing Program.Please refer to the case number given belowin all future correspondence with the NVC and the U.S. Consulate General in Guangzhou.If a period of one year passes from the last date of contact with the NVC （by email, telephone or mail）, all submitted fees and documents will expire. In that case, your fees will need to be repaidand documents will need to be resubmitted in order to continue the immigration process.Case Number: GZO1234567890CONSULATE GENERAL OF THE U.S.1 SHAMIAN STREET SOUTHGUANGZHOU 510133PEOPLE'S REPUBLICOF CHINASincerely,某某某八。提交P3材料首先很快下载了DS-230和I-864表格，然后在论坛上深度研究如何填写，DS-230还是比较简单的，很快填完，I-864也并不算很复杂，交由申请人填写，因母亲已退休数年，遂增加弟弟为联合担保人，按照自己对"I-864Instructions"的理解，让弟弟填写了I-864A,并同时发来他的护照丶公民证丶SSN卡丶税单丶W2丶雇主信的扫描件，关于是否需要提交他的担保声明信，纠结了许久，并在论坛上发帖讨论，并索求该文件的需求出处，尽管找不出需求出处，但是很多前辈几乎一致倾向于需要提交声明信，于是还是按照几位前辈给出的担保信格式和内容，结合自己的实际情况，编写了一份，发邮给弟弟，让他签名扫描发回，但是弟弟的意思是除了官网上要求的材料外，其他的材料都只做准备，而暂时不交，面签的时候带着，万一签证官需要，再给他也不迟。此阶段同步完成了出生丶婚姻丶无犯罪记录的公证，并增加了弟弟的出生公证，以表明主受益人和联合担保人的关系。备齐资料后，扫描做成两个PDF文件，一个是受益人资料，一个是担保人资料，发邮给NVC.2011年6月1日，在全世界儿童欢度六一儿童节的时候，我向NVC发出提交P3文件的邮件：邮件标题：GZO1234567890－ DS230 package邮件全文：Dear Madam/Sir:Please find the attached Applicant Documents（DS-230 package） for case number GZO1234567890Petitioner's Name:某某某Applicant's name: 某某某It includes the following documents:1. Cover sheet （with old case number）2. DS-230 applications3. Birth Certificates4. Marriage Certificate5. Police Certificate6. Biographic data page7. Photograph8. Package 3 supplemental information sheetIn addition to the Applicant documents, Ialso attached a set of new Affidavit Of Support documents. It includes the following documents:1. I-864 form.2. Petitioner's last 3 year's tax return.3. I-864A form.4. Please DO NOT REPLY to this e-mail.该邮件附有一个名为GZO1234567890-ChecklistCover Letter.pdf的附件，告知需要我的联合担保人填写I-864表，并按照要求格式回邮。看来我的理解有误了，那不打紧，重新让弟弟填写I-864表，签名扫描发回，按照规定格式做成PDF文件，于6月23日发邮提交给NVC.6月30日，NVC再次发来邮件，全文如下：Dear Sir/Madam:All documentation necessary to complete the National Visa Center's processing of your case has been received. As soon as an interview date hasbeen scheduled, the applicant, petitioner and attorney （if applicable） will benotified.The applicant should NOT make any travel arrangements, sell property, or give up employment until the US Embassy or Consulate General has issued a visa.The US Embassy or Consulate General may require additional documentation at the time of the interview.至此，P3材料全部已被NVC确认，P3阶段结束，静待P4.九。等待P4随后的时间里，一面在耐心等待P4,一面在论坛上继续学习研究，经过自己的实战，再看前辈们的经验之谈，顿时觉得理解的深度和熟练度加强了很多，本来有些半生不熟的东西顿时就懂了，一下子觉得整个过程好简单。同时，关照弟弟将所有担保文件及支持材料原件寄过来，五天后，收到邮件，内含文件清单如下：申请人的I-864申请人的近三年税单申请人的护照丶公民证丶SSN复印件（经认证）联合担保人的I-864联合担保人的I-864A（有用没用先拿过来再说）联合担保人的护照丶公民证丶SSN复印件（经认证）联合担保人的近三年税单联合担保人的近三年W2表联合担保人的雇主信联合担保人的担保声明信（经认证）申请人和联合担保人的银行账单丶电话账单丶公用事业账单（这是居住证明）两个多星期后，一个百无聊赖的下午，突然有点想知道自己的案子进行的怎么样了，于是上广州领事馆官网，按照要求发邮过去，询问面签的安排时间，那天是7月18日。第二天，就收到了广州领事馆的回邮：Thank you for your inquiry.The Consulate has no record of the case you inquired about. Your case may still under processing at the National Visa Center in the United States.Should you have any questions, please contact the NVC. You can find the NVC contact information athttp://travel.state.gov/visa/immigrants/info/info_3177.html.Please note that the Consulate is unable to take any action when the case is still under processing at the NVC. And if you have selected eletronic processing at the NVC, your interview will be scheduled by the NVC, not by this office.原来，电子化处理的面试时间不是由广州安排的，而是由NVC直接安排的，这个信息以前可是没有掌握啊，看来这一询问，也不是没有收获的。于是，7月20日，直接发邮问NVC面试安排的情况，发出后几秒钟收到自动回复，表示收到查询邮件。两天后，7月22日，收到NVC正式回答邮件：Dear Sir/Madam:Your inquiry has been received at the National Visa Center （NVC）.All documentation necessary to complete the National Visa Center's processing has been received. As soon as an interview date has been scheduled,the designated representative of this case （applicant, petitioner, or attorney）will be notified. The US Embassy or Consulate General may require additional documentation at the time of the interview.看来还没有被排上日程，算了，继续等待吧。两周后，2011年8月5日，收到了NVC的P4邮件：Dear Sir/Madam,The attached correspondence relates to an immigrant visa referenced on the subject line. This case is being processed by the National Visa Center. Please read the information carefully and follow the instructions.This message contains confidential information and is intended only for the individual named. If you are not the named addressee, please [email protected] immediately by e-mail from your system. E-mail transmission cannot be guaranteed to be secured or error-free as information could be intercepted, corrupted, orcontain viruses. Please DO NOT REPLY to this e-mail.打开附件，赫然就是约见信了，写明于2011年9月6日12::30,于广州领事馆提交材料。十。体检8月9日，携妻带儿，空腹，至金浜路体检中心参加体检，验看约见信，收护照和孩子的接种绿卡，填表，交照片每人6张，至医生处确定接种疫苗的品种和数量，然后交钱，两个大人各打3针，孩子打4针，共花费4200余元。然后由护士指引完成各项检验和接种，全程很顺利，医生和护士也很客气，每验完一个项目都问一声医生有没有问题，除了验血，其他个环节医生都回答没查出来什么问题，孩子不需要胸透，但是要接受皮试，一个小时左右，全部结束。两天后带孩子验看皮试结果，正常。第二个星期，再赴体检中心，签名领体检报告，退回照片各一张。体检报告当着面数清页数和份数，被装入一个大信封中，封口贴条，胸片也装入袋中，封口贴条，同时还有每人一份的体检报告副本，交由被检者自行保管，看了看数据，身体还算健康。至此，体检环节全部完成。十一。面试订机票，订酒店，于2011年9月5日下午，抵达广州，入住美领馆附近的酒店，安置好以后，去踩了踩点，发觉实在太近了，走过去最多也就200米。晚上安心享受广州美食，大快朵颐。第二天，享受完广州的早茶以后，信步踱至美领馆，一看时间12点15分，广场上人不算太多，大部分人都已到达，我排在队伍最后10名之内。12点半准时开闸放人，验看约见信和护照，发给一个纸牌，入大堂，由自动扶梯至4楼，继续排队，验看约见信和护照，收纸牌，再上一层楼，就是美领馆了，交出手机香yan打火机，抽皮带，脱鞋，过安检，穿鞋扎皮带，拐弯进入签证大厅，门口一MM收约见信，打印号码纸，一联给我，一联用订书机订到约见信上，找座位，安然入座，静待叫号。几乎到整个大厅的人快走完了，清洁大妈已经在开始扫地了，才轮到我。22号窗口女生面无表情，指了指玻璃上贴着的纸，要我按照上面打印着需要递交的材料清单交上材料。交出护照丶DS-230表丶签证照片丶担保人和联合担保人的I-864表（因为我们一共是三人，所以需要递交一份正本和两份副本）丶近三年的税单（一份就可以了）,在DS-230表II上签名。然后开始飞速问话，几乎我还没说完回答，后一个问题就出来了，共问了如下几个问题：有没有兄弟姐妹一起申请移民？以前有没有去过美国？有没有在其他国家和港澳超过半年以上？是不是共/产/党/员？我的回答一共只有8个字：没有，没有，没有，不是。然后她就说：好了。将约见信盖章，连同护照一起发还，约见信上盖着明天问话的时间。同时发给一份EMS快递单和填写说明，说回去按照要求填写，明天交给签证官。整个历时大概也就3-4分钟的样子，没看表，光忙着像发扑克牌一样地把材料发进窗口了。我的材料分门别类整理得十分有条理，所以能飞快而且准确地从各个纸袋中抽出递进，告诫其他的朋友们，千万要看清楚材料，不要抽错了，尤其是正本和副本不要搞错，最好不要放在一个袋子里，因为在工作人员的催促下这个环节会很快，很容易出错。接着又等了几分钟，叫号去扫描指模，负责扫指模的是个络腮胡老外，蛮客气，先左手四指，再右手四指，最后两个拇指，结束。回头一看，清洁大妈已经收工了。下得楼来，倾盆大雨，在门口抽了两根烟，风停雨歇，回到酒店。晚上，酒足饭饱之后，回酒店上网，将前辈们的面签作业再扫了一轮，检查了一遍所带的材料，休息。第二天，9月7日，7点30分准时来到美领馆门口，正好开始放人，同样的验约见信和护照，发纸牌，上楼，再验约见信和护照，再上楼，一看窗外，矮油，瓢泼大雨啊，回头跟太太说：你看，我们的运气有多好。今天手机都不带了，直接抽皮带脱鞋过安检，入大厅，同样在最后一排找位置安然入座，我知道今天我们肯定又是很晚才会轮到。看着一拨一拨的人，上去被问话。八点半光景，被叫起来举手宣誓，一共也就几句话，大意就是保证说真话。然后坐下，继续看着一拨一拨的人上去又下来，孩子比较有心，掏出纸笔统计每组上去问话的时间，顺利的一般4-5分钟，最长的一拨一共11个人，应该是同一申请人申请的几个家庭，被问了足足40多分钟，结果其中一个家庭拿到了白单，剩下的默默走向30号窗口去了。另一个北方来的家庭，7个人，被问了半个多小时，他们是带着一拉杆箱的资料上去的，结果全军覆没。这天当值的VO全部是白人，三男一女，有两个窗口的VO特别严格，分别是22号和25号窗，上去被问话的都时间挺长，而且这些人下来的脸色都不大好。当然，大部分人都是拿到白单的。一直等到11点多，才叫到我们的号，恰好就是22号窗，那是个严谨的老外，穿西装打领带，戴一副细丝眼镜，我觉得他的态度十分和蔼。互相问候之后开始问话：问：你们的申请人是谁？答：是我的母亲。问：有没有和她一起拍的照片可以给我看看？答：有的。于是掏出照相册，我带的照片并不多，就是巴掌大小的相册一本，大概3丶40张，分别有结婚前我和父亲母亲的丶我和弟弟的丶全家的，结婚照，结婚后我和太太孩子的丶以及全家福，按照时间和种类顺序排好，并注明每个人的姓名。VO翻看的速度很快，按照那个速度，应该是没有看旁边标注的姓名，看到我小时候被母亲抱在怀里的照片他呵呵笑了，看到我和太太的结婚照，他说：WOW,你们好漂亮。看到我和孩子的合影，他说你的孩子好可爱。然后就合上相册还给了我。开始低头边看材料变问我：问：哦，你是上海来的。答：是的，上海来的。（可能面试者中上海人的确很少，也有可能今天他面试了太多的广东和福建的。）问：你的联合担保人是谁？答：是我的弟弟。（这时我想他该问我要弟弟的资料了，因为昨天交材料的时候只收了弟弟的担保书和税单，其他的比如身份证明丶W2表丶雇主信丶声明信等材料都没有收，但是他没问我要什么，而是继续问了下去。）问：你们有没有去过美国？答：没有。问：你们是不是共/产/党/员？答：不是。然后他就不问了，在材料上飞快地翻页和划写，然后在电脑上打字，这时我觉得估计我们可以过关了。约莫一分钟左右后，他打完了字，用手持扫描器扫描我们给他的那张EMS运单，这时，我已经很清楚我们过关了，否则他没必要去扫描那张快递单的。转头朝太太一个微笑的示意，然后就听到签证官对我们说："你们通过了面试，可以去美国了，谢谢你们".一面说，一面将白单和约见信钉在一起还给我。不对呀，该我们谢他才是啊，于是致以诚挚的感谢之后，手拿白单，离开签证大厅。下得楼来，一片阳光灿烂。太太紧紧地抱住我的胳膊，我对太太说：今天下午排队的人可苦了。回酒店，整理行李，退房，外出用餐，地铁到机场，飞回上海。
