You have been out of status for almost a year now. A reinstatement will not help you, unless you want to try to apply! You will need to explain what you have been doing this whole time and why it has taken you so long to apply for a reinstatement. Your I-20 is not valid. Nothing is valid, until you get reinstated! Did you talk with new school and told them of your plans. Remember, leaving means that you will have to reapply again at the embassy of your country. They will ask you the same questions before issuing a student visa. Your chances are probably greater for a denial because in SEVIS you are showing that your status was terminated.
