Quebec政府网站说:Driver’s licenseTo drive a car in Québec, you must have a driver’s license in the appropriateclass.If you have a valid driver's license issued outside Québec, you are allowed todrive a passenger car without a Québec license for the first 90 days afteryour arrival. To be allowed to drive beyond this time period, you must obtaina Québec license.这里outside Québec是不是包括outside Canada?
