Consult the chart below to find out where to submit your application.显然适用我们情况的是第一条，按照说明我们应该apply in country of residence. 那么人在美国，而且至少一年不离开，就应该向美国提交申请。这样看起来似乎有点矛盾，我也不太理解。有没有同学用事实说话，比较有说服力。
