Similar protests were held Monday in Leeds, England, and Karachi, Pakistan. In India’s Chandigarh, 200 people attended a rally and candle-light vigil, according to the Canadian Backloggers Pre-2008 Association.“The Chinese Exclusion Act in 1923 is being repeated,” protester Yiming Jiang told the Star in a telephone interview Monday, referring to Canada’s legislated ban on Chinese migrants. “We are pleading the Canadian government not cancel our applicants and reward queue-jumpers.”The protesters in Hong Kong ― some travelled with young children from Dalian and Changchun ― carried signs that read “Give Us 76 Months Back” and “We Want Justice, Not Refund.” They also handed a petition letter to Canadian consulate official, Angela Gawel.Although the federal government has said affected applicants can reapply under the new skilled immigration program introduced in 2008, many in the backlog like Jiang will not qualify because only those with skills and experience in one of 29 professions are eligible.“We have waited for so long, they can’t just wipe us out like this. It is just unfair,” said Jiang, 29, a cosmetic company sales manager, who applied in 2007.In Leeds, demonstrators wore black ribbons and held a candle light march, demanding Ottawa not repeat the “Komagata Maru” incident in 1914, when 356 passengers on the Japanese steamship were banned from landing in British Columbia and forced to return to India.“We condemn and demand the withdrawal of this unholy proposal to scrap our applications,” said organizer Preet Deep Singh in Leeds, part of the worldwide Canadian Backloggers Pre-2008 Association.“The Canadian government has made us wait for so long. We are not given justice,” added Singh, 37, a business manager, who submitted his application in 2004 with his wife and now resides in England.The Conservative government seems to have taken note of the bad publicity surrounding Canada’s international image.On Friday, Citizenship and Immigration quietly issued a new operational directive instructing its visa officers to resume the processing of the pre-2008 immigration applications at least until the backlog wipeout becomes law. Officials earlier had been told to stop processing backlogged applications.“This is yet another example of why nothing CIC says should be trusted to remain true 10 minutes after it has been said,” said Toronto lawyer Tim Leahy, who is leading a class-action lawsuit against Ottawa on behalf of 700 immigration applicants.The new directive could merely be a ploy to hold back the inevitable court case on grounds the files have not yet been closed and there is no cause of action, Leahy added.

Soon after details of Canada’s Tory Budget 2012 became public, some termed that ‘good exercise’ to narrow down Canada’s budgetary deficit, while others felt that it was weird enough to change face of Canada forever. It was a plan meant to slash spending and shrink public services that actually created troubles for Canadians and sent shock waves abroad.For PM Stephan Harper and his Tory party it was like a dream come true. It incorporated some provisions that he had been pleading and pressing for vainly while leading Tory minority government in the past. After having won majority in Commons last year, it was open for him to go ahead with execution of his pro-capitalist plans with more vigor now than before.Budgetary proposals, besides hitting the Canadians hard, didn’t spare even those who had applied for immigration to Canada years ago under the Federal Skilled Worker (FSW) program. The announcement to reduce their backlog by returning all applications submitted prior to February 27, 2008 and refunding the processing fees dashed their hopes of reaching Canada to the ground.End backlog costs moreBut Canadian Association of Professional Immigration Consultants, soon thereafter, challenged inter-alia Ottawa’s declared cost of immigration backlog wipe-out and pointed out that the cost was underestimated. The cost announced didn’t include the courier service charges to send the files back to 280,000 people. If landing fee that some applicants have already paid were also taken into consideration, the backlog clearance cost may go up to $145 million and not $130 million, provision for which was made in the budget. The cost of law suits that federal government was bound to face for years to come was beyond these estimates. Such a measure actually would add to budgetary gap than squeezing it as touted by government.Poll victory & the budgetA mere glance of provisions of the budget indicated that some of the plans and policies about which PM Harper had been harping in the past have found room in this budget and the rest, they hope to cover next time.In this connection, it is pertinent to recall that Harper frequently talked of building super jails, instead of more schools and hospitals; pointed out to slash public sector jobs, favored privatization and imposed back-to-work legislation to maim workers on lawful strikes to achieve their legitimate demands. Government funding to provide education to immigrants to join Canada’s mainstream got reduced and OAS of seniors as well as health care came under attack. Issue of climate change was put under the carpet while granting permission to oil companies to extract oil from Albertan Tar sands. If Tories retain power (that seems improbable in view of its decline and NDP’s ascendance in opinion poll survey conducted recently) the rest of the issues will be covered next time.Let us in the meantime see whom the present budget punched most.Budget hit Canadians most*Budget provided elimination of 19,200 federal public sector jobs cut over three years.(It may be pointed out that 19,200 is not a number, those are breadwinners, who may be having many more people dependent on their earnings. The victims certainly are more than what we see and their sufferings many times over.)*The budget talked about public servants paying more into pensions under 50/50 formula.(Evidently, it was part of the capitalists’ game plan to pass financial burden of pension plans on shoulders of working people while providing relief to employers on this count and also giving liberal tax concessions to them.)*Budget proposed eligibility of old age security to rise gradually to 67 from 65 starting in 2023.(It may be recalled that OAS benefits were already targeted long back by Harper Government.)Would the Tory juggernaut stop here or move ahead to knock health care and other benefits more in days to come? It, however, has crushed hopes of many to land here soon that included old and dependent parents waiting back home to join their families.Vows of off shore victimsBy justifying the backlog elimination move as necessary, Immigration Minister Jason Kenney seems to be shedding crocodile tears over their fate. “I can understand their (applicants’) frustration and I regret the fact that they waited patiently in queue only to find out that we’re retuning their applications.”According to those affected, expression of regrets or sweet talks won’t ever compensate the time, energy and money they spent in the hope of reaching here one day. According to media, many had put their lives on hold and worked around their immigration plans. Some even postponed their marriages fearing change in their status might jeopardize their position in queue. Others delayed plans to buy new house and many turned down job offers while waiting for processing of their applications.It was understandable if an immigration request got rejected after its due processing but it hurts much to find that CIC returned application without even looking at the file.An anonymous internet savvy left comments online and said, “God saves Canada from Harper and Kenney. It is sad that Canada, a G-8 nation, acting like a banana republic without any scruples and morals. Let them understand that No immigrants, No Canada.”None of the applicants had ever imagined that Canada’s budget for one year (2012) would shatter dreams of their life.Migrant consultants suffer tooMigrant consultants too will suffer heavily by this wiping out backlog decision. “It will push a lot of us out of business,” said Amlani, a migrant consultant whose more than 250 of clients have been stuck in the queue, some since 2004, and now asked for refund for “incomplete work” because of government’s sudden change in policy. This consultant has decided to cut his staff from eight to four as a result of this budget announcement. As per media reports, number of these service providers would leave the industry while some are reportedly contemplating to challenge Ottawa in law courts.Budget axe KatimavikKatimavik, is a national volunteer and training program for young Canadians, that became victim of Tory’s austerity budget. As per reports nearly 600 people, aged between 17 and 21, were already enrolled for July. They didn’t join any school or job and now feel upset with the sudden closure of this program. Even if this badge of volunteers was allowed to continue, Tories have decided to de-fund the program in future.Katimavi was founded in 1977 during Liberal Prime Minister Pierre Trudeau era and was closed after Brian Mulroney’s Progressive Conservative government decided to put an end to it. It was rescued by Jean Chretien, who later became Liberal Prime Minister after Hebert, a senator, embarked upon 21 days’ hunger strike to revive Katimavik. Now after PM Stephan Harper brought this program again on chopping block, it leaves an impression of political vendetta than budgetary requirement. As per reports within hours of its closure announcement, online petitions and letter-writing campaigns were launched and at least seven Save-Katimavik Facebook pages were created against Tory government’s move of closing it.ProtestsAccording to reports, the immigration applicants affected by the backlog wiping out decision held protest demonstrations in London, Hong Kong, Chandigarh, Karachi and Lahore to raise awareness of their plight and to condemn Ottawa’s plan. “We want to warn any prospective immigrant of the dubious and uncertain Canadian policies,” said Preet Deep Singh, an organizer based in London. Similarly, more than 600 people have confirmed on Facebook to take part in a demonstration to be held on Parliament Hill to save KatimavikIn the endIt is better to end our story with the appropriate comments from Lynda Hurley of Toronto, we found in Toronto Star newspaper. It says, “I was saddened by this story about the cancellation of the existing immigrant applications to come to this country. People, who have had lives on hold, waiting for their approval, are now asked to start the process all over again. And these are the ones who followed the rules (how very Canadian) and expected to be treated in an honest fashion (how very Canadian).Another sad story was about the 600 Katimavik volunteers, who suddenly found themselves without any program to take part in. These are our young people, who want to want to give their time and talents to others and have put their futures on hold to become part of this program, which has been axed at the last minute.This is not the country that I love.
