我的英文虽然过得去，但是不够地道，望有实力的同学帮忙翻译申诉书： 主题一：香港办事处工作效率低下导致积案非常严重：1: 香港91案子将近55个月，没有任何进展；2: 香港91一直被227,626插队，破坏了先来先到的原则；3: 投资，省提名，技术三大类中，积压的主要是技术，配额严重不足，导致积案持续增加。主题二：香港办事处藐视91技术移民申请人：1: 对待91申请人，不动也不给解释，实际上是移民局对申请人的藐视，这种不作为，践踏人权的做法严重干扰了申请人的生活和工作，是极不负责的做法；2: C-50法案通过后，赋予CIC清理积案工具，但香港办事处宁可让技术移民申请案躺在移民局4年多，「不审理」、「不核准」也「不拒绝」。主题三：Request to answer：1: 要求增加91积案的配额，或者按照1：1的比例审理91案件和c50案件（参照台湾）；2: 要求得到明确的表态和进度表，并且增加审批过程的透明度，否则是对申请人的人权的不尊重，也有损加拿大政府在申请人心目中的印象；3: 91案件申请人坚决和这个不公平的政策斗争；指望无限期的不作为来减少积压的是不会得逞；4: 作为一个移民国家，制定的移民政策，在没有明确宣布废止之前，都应该被公平，公正地执行； 我们这些申请人，是在符合当时政策下递交的申请，应该按照当时的政策被审理；

We found this waiting time exhausting and ineffective. Further more, most 2006 applicants have completed their Medical exam and obtained their Visa in Beijing Visa Post. Early 2007 applicants have at least got their Medical request. This does not imply to applicants in Hong Kong. Most 2006 applicants have still waiting for Visa in Hong Kong and nearly none of 2007 applicants got Medical Request. As the result of this endless waiting period we would like to propose following solution to overcome this problem. 1: Increase quota from Pre C-50 applicants.2: Process C-50 and Pre C-50 in a effective 1:1 ratio basis. Under C-50 bill, we certainly understand certain Skilled Worker applications which were submitted after February 27 2008 are entitled to priority processing. We are simply suggesting a way to overcome backlogs problem in Hong Kong.We would be very interested in hearing from you with regards to your views on this matter and what you might be able to do about it. We are a group of Immigration Applicants (Skilled Worker category) from various locations in China, who have been compelled to present this petition due to the concrete and material distress we are being put through in the course of our experience navigating the immigration process at the Hong Kong Immigration office. Our main concerns are outlined below:Issue One: Inefficiency in the Hong Kong Immigration office has created a huge backlog of cases.Applicants being processed under HK 91 SAP have seen our timeline stretch to as much as 55 months, without being given any sign that we are progressing through the system. The 227 and 626 policies go against the principle of “First Come, First Served”, by lowering the priority given to HK 91 applicants.Issue Two: Disregard for HK 91 Skilled Worker Applicants from the Hong Kong Office1. HK 91 applicants are being given no updates, requests, or other signs of progress, even after the waiting periods sketched out to us have long passed. Also, we cannot receive any explanation about the causes for the delays. This leaves us in a state of limbo, unable even to make short-term plans for our lives in China whist we wait for our cases to be processed. Even rejections would at least allow us to move forward with our life plans. This complete silence from the immigration office causes substantial problems in our daily lives and work, and feels to us to at least border on contempt for HK 91 applicants.2. The passing of Act C-50 provides the Hong Kong office with an effective tool to clear some of the backlog. However, the Office continues to leave four-or-more-year-old Skilled Worker applications unfinished rather than go through the hearing, approval, and/or rejection proceduresWe cordially request that the issues below be addressed:1. Please increase the quota for 91 Cases, or hear the 91 Cases and C5 Cases on a 1:1 ratio ;2. Please give us a clear sense of our applications’ progress, along with some kind of rough schedule reflecting the realities of the CIC, and improve transparency of the hearing procedures. Maintaining the status quo is disrespectful to the applicants’ human rights, and may also damage the public image of the Canadian government;3. We 91 Case applicants intend to continue to address the unfairness and injustice of the current policies and implementation. If the plan of the Hong Kong office is to decrease the accumulated cases through attrition by leaving cases unfinished and causing applicants to change their plans, we will not co-operate by giving up and staying home.4. We also insist that the rules and policies be implemented fairly and justly. This includes grandfathering in cases presented before rules are dramatically changed, as happened when Bills XXX and YYY dramatically changed the situation of Skilled Worker Applicants. We should be processed under the rules in place at the time of our applications.Thank you again for taking the time to read this letter. We understand the enormous task that the CIC faces, and hope you can understand the real and measurable harm that is resulting from the huge amount of uncertainty that we have been expected to accept as part and parcel of the immigration process.
