i-751 form instruction mentions “complete joint federal and state tax return”. What does that mean? tax return and transcript, or just tax return is fine? State tax return is required, or just federal tax return is fine?

完整的Federal and State 的Tax Returns都需要递交。有Tax Returns就不需要Tax Transcripts，有Tax Transcripts就不需要Tax Returns。两样都交也不碍事儿。
