现在办新PR卡要报税记录。5年注满2年，提供2年的报税记录，是否办新的PR卡是可以通过？

以前不要税单的，现在保守党政府全面收紧。要求写得没道理。 5年注满2年就可以维持身份。 为什么更新PR卡，要提供过去5年的税单？
