http://laws.justice.gc.ca/eng/acts/I-2.5/page-33.html#h-41Application87.3 (1) This section applies to applications for visas or other documents made under subsections 11(1) and (1.01), other than those made by persons referred to in subsection 99(2), to sponsorship applications made under subsection 13(1), to applications for permanent resident status under subsection 21(1) or temporary resident status under subsection 22(1) made by foreign nationals in Canada, to applications for work or study permits and to requests under subsection 25(1) made by foreign nationals outside Canada.Attainment of immigration goals(2) The processing of applications and requests is to be conducted in a manner that, in the opinion of the Minister, will best support the attainment of the immigration goals established by the Government of Canada.Marginal note:Instructions(3) For the purposes of subsection (2), the Minister may give instructions with respect to the processing of applications and requests, including instructions(a) establishing categories of applications or requests to which the instructions apply;(a.1) establishing conditions, by category or otherwise, that must be met before or during the processing of an application or request;(b) establishing an order, by category or otherwise, for the processing of applications or requests;(c) setting the number of applications or requests, by category or otherwise, to be processed in any year; and(d) providing for the disposition of applications and requests, including those made subsequent to the first application or request.Application(3.1) An instruction may, if it so provides, apply in respect of pending applications or requests that are made before the day on which the instruction takes effect.Marginal note:Clarification(3.2) For greater certainty, an instruction given under paragraph (3)(c) may provide that the number of applications or requests, by category or otherwise, to be processed in any year be set at zero.Marginal note:Compliance with instructions(4) Officers and persons authorized to exercise the powers of the Minister under section 25 shall comply with any instructions before processing an application or request or when processing one. If an application or request is not processed, it may be retained, returned or otherwise disposed of in accordance with the instructions of the Minister.Marginal note:Clarification(5) The fact that an application or request is retained, returned or otherwise disposed of does not constitute a decision not to issue the visa or other document, or grant the status or exemption, in relation to which the application or request is made.Publication(6) Instructions shall be published in the Canada Gazette.Marginal note:Clarification(7) Nothing in this section in any way limits the power of the Minister to otherwise determine the most efficient manner in which to administer this Act.

​ 超赞 赏 L Les Paradis 0$(VIP 0) 3,7882014-04-24#2 与这次51申请人密切相关的条款有三条：3.1) An instruction may, if it so provides, apply in respect of pending applications or requests that are made before the day on which the instruction takes effect.部长指令能适应到该指令发布之前收进来的申请。也就是说，即使这次的51新政规定按照老制度审理，等到2015的时候CIC再发新的指令，那个指令就能规定所有51没审完的全部进池子。这个条款的阴险之处在于，你永远不敢相信移民部的信用，部长今年能说按照旧制度审你，明年马上变卦用新办法对付你。他这样做完全合法，法院只能尊重他。因为这就是法律的尊严，不可侵犯，尽管它是恶法。(4) Officers and persons authorized to exercise the powers of the Minister under section 25 shall comply with any instructions before processing an application or request or when processing one. If an application or request is not processed, it may be retained, returned or otherwise disposed of in accordance with the instructions of the Minister.到2015年池子开始实施的时候，还没审完的51，就可能会被其他方法来处理，进池子自然就属于这些处理办法了。这个条款已经给出了再清楚不过的释义。距离2015不到8个月了，有人相信这8个月能审完所有2.5万个申请？经济类的积压，比如227尾巴，世界范围内还有不少，那些人也要分今年的配额。如果你能做到5月1当天让使馆签收你的完整申请文件，那就恭喜你，可能真的赶上末班车了，在年底前会拿到签证。如果你还要花两三个月准备材料，结果就很难预料了，等使馆开始审你的时候，新的部长指令（池子）多半已经实施了。(5) The fact that an application or request is retained, returned or otherwise disposed of does not constitute a decision not to issue the visa or other document, or grant the status or exemption, in relation to which the application or request is made.这一条就是来自一刀切法律的精髓，部长无论怎么处置你的案子，例如退回去，清零，压着不审，把你扔池子，都不代表对你拒签了，因为只有拒签才能subject to judicial review，能受到法院的保护，其他的那些阴招法院都没法过问。到目前为止，申请人的权利只有被拒签这一点才能得到法院的干预，只有拒签才让移民部有无法逃脱的法律责任。除了拒签，其他任何对你的不公正处置，都没有法律来保护，所以部长的心思全部用在不拒你的前提下耍你，所以部长要在法律条文确定他耍你不等于拒你。The fact that an application or request is retained, returned or otherwise disposed of把51扔进池子，就是属于这里的otherwise disposed of。

加拿大其实大城市不需要移民，除非移民去偏远的地方永不离开 中国房价下跌，请家园朋友回去炒底，或炒底A股，肯定能赚大钱好像最后一批HK放水，走了点击展开...不会吧，。我记得她还没ME就切了，有好几个单身的分数不高的都这样。
