The IMGs from those countries have far more better speaking English than the IMGs from China. They have no difficulties communicating and taking clinical examination right after they arrive Canada (although with accent), while it always take Chinese doctor 5-6 years to reach that level if you smart enough. Second, the medical education in those countries is follow the British style, which is similar as North America's, thus be more acceptable. Last, the IMGs come from those countries can easily get help from those colleague that already practice in the Canada-as you said, far more than the Chinese, thus get more chance be in the system. The IMGs from Hongkong have same strengths. However, it still worth to try. Nothing is impossible.
