Ontario Provincial Police charged 21 drivers Monday for rubbernecking on Hwy. 401. Officers attending a collision involving two tractor-trailers in Napanee, Ont. noticed numerous drivers using their hand-held devices to take pictures of the wreckage as they drove past. The drivers caught were charged with distracted driving, which carries a $155 fine. Another driver was spotted using his elbows to steer his car was charged with careless driving, police said.
