Here’s what the Trudeau budget said last week: “To protect Canadian taxpayers in the unlikely event of a large bank failure, the Government is proposing to implement a bail-in regime that would reinforce that bank shareholders and creditors are responsible for the bank’s risks—not taxpayers. This would allow authorities to convert eligible long-term debt of a failing systemically important bank into common shares to recapitalize the bank and allow it to remain open and operating. Such a measure is in line with international efforts to address the potential risks to the financial system and broader economy of institutions perceived as “too-big-to-fail”.之前被银行告知的信息是这样的：加币储蓄受银行保护，美元储蓄则不受保护。在银行有美元存款的人相信对这一条都不会太陌生。现在这个预算案里提到的大致意思就是，如果银行发生系统危机，银行可以合法地拿下你——存款人（creditors）的存款 bail-in （还记得美国次贷那会儿联邦救助bail-out不？）来应对银行的危机。然后呢，银行把长期债务转变成股份，拿了你存款，还你股份，至于这股票值多少钱就不知道了，加拿大特色债转股。
