空气污染事关每一个人环境署表示,看不见摸不着的空气污染其实无处不在。全世界每10个人中就有9个正在呼吸着受到污染的空气,每年有60万儿童因为空气污染而过早死亡,不清洁的空气还会影响大脑发育,提高患上慢性疾病的威胁。空气污染也与经济发展息息相关。世界卫生组织表示,在低收入和中低收入国家,人口超过10万的城市中有97%未能达到该组织有关清洁空气的最低标准。全球每年因空气污染而丧生的700万人中,有大约400万居住在亚太地区。而在高收入国家,也有29%的城市空气质量未能达标,且贫困社区常常由于住处紧邻电厂、工厂、焚烧炉和公路而受到严重影响。呼吸清洁空气是每一个人的人权联合国环境署表示,全球有100多个国家将拥有健康环境的权利写入了宪法,至少有155个国家签署了相关条约和立法,呼吸清洁空气也作为一项基本人权被写入《世界人权宣言》和可持续发展目标。联合国负责有毒物质对人权影响问题的独立专家通贾克今天发表声明,指出部分欧洲企业一方面在本国努力践行环保标准,另一方面却继续将本国已经禁止使用的、含有高浓度硫和其他有毒物质的燃料出口到非洲市场。据估计,到2030年,此类高污染燃油所引发的空气污染和其他健康问题可能导致3万1000例过早死亡。通贾克表示,“利用非洲国家相对较低的安全环保标准”,持续向其出口高污染燃料的做法,不仅“不道德”,在部分情况下甚至可能构成犯罪,必须立即停止。相关国家政府也不能继续对这一“令人深恶痛绝的行为睁一只眼闭一只眼”,而是应当确保企业“尊重每一个人的人权,包括呼吸清洁空气的权利”。news.un.org

It kills 7 million people worldwide every year. In Canada alone, air pollution each year contributes to over 14,000 premature deaths. The threat posed by air pollution will only get worse – unless we do something about it.“That is why we are taking strong action now to reduce emissions and protect our clean air and water, while helping create good, middle class jobs and drive economic growth.“At home, we have introduced important measures to tackle air pollution from vehicles, power plants, and industries across the country. We have put a price on carbon pollution – the single most powerful way to cut greenhouse gas emissions while driving economic growth – and accelerated our plan to phase out coal by 2030. In Budget 2019, we announced investments to make zero-emission vehicles more affordable, and help communities, including those in rural and remote areas, transition to cleaner, more reliable, and affordable electricity.“Beyond our borders, Canada is honouring its commitments under the Paris Agreement and working with international partners to fight climate change and its disastrous effects. We are a founding member of the Climate and Clean Air Coalition, a global partnership of governments, businesses, scientific institutions, and other organizations working to improve air quality and reduce pollutants that contribute to climate change and harm people’s health worldwide.“Today, I urge all Canadians to take action now. Turn off lights and unplug devices when they are not in use. Invest in high-efficiency home heating systems and equipment. Switch to public transit, or make your next vehicle purchase a zero-emission one.“By working together and making decisions every day that help protect our health and the environment, we can reduce air pollution, fight climate change, and build a world for our children and grandchildren that is cleaner, healthier, and more sustainable.”
