The Saskatchewan government says the overall value of property in Saskatchewan has increased by 67 per cent over the past four years. The assessment of property has grown from $58 billion in 2009 to $97 billion in the 2013 revaluation year. Government Relations Minister Jim Reiter says the province is going to take a look at the potential impact of the dramatic increase in property assessments on taxpayers. He says that will be part of the current budget process. Both municipalities and the provincial government set property tax rates, with the province setting the education portion to pay for kindergarten to Grade 12. © Global News. Photograph by: Handout , Files SYDNEY - Up to 233 billion barrels of oil has been discovered in the Australian outback which could be worth trillions of dollars, in a discovery that could turn the region into a new Saudi Arabia.The discovery in central Australia was reported to the stock exchange by Linc Energy, an energy company and was based on two consultants’ reports, though it is not yet known how commercially viable it will be to access the oil.The reports estimated that the company’s 16 million acres of land in the Arckaringa Basin in South Australia contain between 133 billion and 233 billion barrels of shale oil trapped in rocks. It is likely that only 3.5 billion barrels, worth almost $359 billion at today’s oil price, could be recovered.The find was likened to the Bakken and Eagle Ford shale oil projects in the US, which have resulted in massive outflows and led to predictions that the US could overtake Saudi Arabia as the world’s largest oil producer as soon as this year. Peter Bond, Linc Energy’s chief executive, said the find could transform the world’s oil industry, but noted that it would cost about pounds 200million to enable production in the area.Shale oil is more costly to extract than conventional crude oil and involves hydraulic fracturing, commonly known as fracking. This involves introducing cracks in rock formations by forcing through a mixture of water, sand at chemicals at high pressure.“If you took the 233 billion [barrels], well, you’re talking Saudi Arabia numbers,” Mr Bond told ABC News.“It is massive. If the Arckaringa plays out the way we hope it will, and the way our independent reports have shown, it’s one of the key prospective territories in the world at the moment.“If you stress test it right down and you only took the very sweetest spots in the absolute known areas and you do nothing else, it is about 3.5 billion [barrels] and that’s sort of worse-case scenario.”Australia is believed to have reserves of about 3.9 billion barrels of crude oil - about 0.2 per cent of the world’s total - and produces about 180 million barrels a year. The latest find, at the lowest estimate, would make Australia a net oil exporter; at the higher estimate, the county would become one of the world’s biggest oil exporters.Tom Koutsantonis, south Australia’s mining minister, said the reserves were deep and remote and it was too early to confirm whether they can be profitably tapped. “All these things are luck and risk,” he said.The consultants’ reports, based on drilling and geological and seismic surveys, did not indicate how easily the oil can be tapped or profitably produced.John Young, a resources analyst at the investment group Wilson HTM, said: “The numbers [of barrels] are going to be very large, but we really need to move from that [to] the quality of the resource - how good is it, how economic will it be, and that’s going to take a significant amount of exploration and appraisal work before the industry’s in a position to determine that.”The Daily Telegraph Read more: http://www.calgaryherald.com/techno...rld+industry/7867469/story.html#ixzz2JHPAbojr

(Stefani Langenegger/CBC)Saskatchewan should stop using temporary foreign workers to deal with a labour shortage, according to an economist at the University of Calgary.According to Herb Emery, using temporary workers tends to drive down wages which only makes it harder, in the long run, to attract local people to such jobs.Emery commented specifically on bringing foreign workers to fill jobs at a coffee shop, such as Tim Hortons.He said increasing wages would send a signal to the local job market, which would respond."So maybe $15 isn't enough, you have to go to $16 and maybe your coffee goes from $1.60 to $1.80," Emery said. "These are things that the franchisee won't like, but the labour market will adjust."Emery said it makes more sense to hire local people, or to recruit permanent — not temporary — immigrants.'I find it very strange that you have to recruit from Ireland and Scotland and not from southern Ontario and Thunder Bay.'—University of Calgary professor Herb EmeryEmery also criticized undertaking large scale projects, such as a football stadiums and hospitals, during an economic boom."It makes no sense, in a lot of ways, to try and build when the private sector is bidding up wages so high," Emery said. "You're going to have these huge cost overruns on every project."Emery said large scale projects could be used to create jobs, when there is a slow down.He said the economy always goes in cycles."You should actually be building in times when the labour market is slack because your labour costs are lower," Emery said. "From an economic consideration, I don't know why a government wants to build a highway when wages are through the roof." 60,000 workers needed soon, province says In the last decade Saskatchewan has experienced remarkably strong growth in labour demand which is forecast to continue to 2020 if the province can find enough workers, the report says.The provincial government has said at least 60,000 more workers will be needed in the next seven years.Premier Brad Wall and other provincial officials have gone overseas, most notably to Ireland, to find workers willing to move to Saskatchewan.But in addition to recruiting labour from outside the province, more effort could be made to entice a large pool of underemployed males between 15 and 24 into post-secondary trades training, the report suggests. Emery says the province could also look to Ontario for workers."One of the puzzles that I've raised is, is there some kind of bias in Ontario about the West?" he asked."I find it very strange that you have to recruit from Ireland and Scotland and not from southern Ontario and Thunder Bay, which have lots of available labour right now and lots of skilled trades."

The $90 million project will connect to a major network of rail lines in the U.S.Ceres said in a news release, "One loop will be dedicated to a grain handling and shipping facility, and the other to transloading and shipping oil."The Saskatchewan oil shipping facility will be able to send about 70,000 barrels of oil per day to the U.S.Currently, Canada ships about the same number of barrels by rail per day.Shipping significantly more oil from Saskatchewan has some groups concerned.
