科研测试车进出口政策法规规定及要求：
一：根据中国国家质检总局及检验检疫机构相关规定，正常来说进口科研测试车一般需要办理该产品的CCC认证，即”中国强制性认证”；但是由于科研科研测试车进口实际用途为科研、测试所需要，满足办理免3C进口的条件；
二：科研测试科研测试车进口免3C办理依据
《强制性产品认证管理规定》（国家质检总局令2009年第117号）、国家认监委2005年第3号公告。三：科研测试科研测试车进口免3C申请条件
1.为科研、测试所需的产品；
2.为考核技术引进生产线所需的零部件；
3.直接为最终用户维修目的所需的产品；
4.工厂生产线/成套生产线配套所需的设备/部件（不包含办公用品）；
5.仅用于商业展示，但不销售的产品；
6.暂时进口后需退运出关的产品（含展览品）；
7.以整机全数出口为目的而用一般贸易方式进口的零部件；
8. 以整机全数出口为目的而用来料或进料加工方式进口的零部件。
四：科研测试科研测试车进口免3C办理程序
1.网上申请、
2.现场办理：网上审核通过并通知递送纸质资料后，申请人到政务大厅递交申请随附资料
3.发证：纸质资料比对通过后由政务大厅发证。
4.随附资料，申办理由，申请人等
五：科研测试科研测试车进口免3C申请资料
为科研、测试所需的产品。科研测试地点为上海地区的企业。（注：本款指的科研是对该产品进行研究、开发，以开发、生产出相关产品所需的产品，并不是指进行研究工作所需的科研器材；本款所指的测试是对该产品进行测试以获得测试数据或测试某一产品的部分性能所必须用到的该产品）

2.《免于办理强制性产品认证送纸质文件通知》；
3.加盖企业公章的营业执照复印件(每次办理时要求核对原件，其经营范围须含生产、研究、测试此类产品或相关产品的说明)；

4.进口产品的贸易合同；
5.科研、测试计划书/项目书（含科研测试地点、人员、时间、项目、事后处置方式和自我声明对进口产品安全性负责等内容）。

六：研究测试车辆一般贸易进口报关难点在于需要申请自动进口许可证及3C ，自动进口许可证申请进口商营业执照经营范围需要有科研测试车相关资质及进出口权（也可用我司资质代办）3C申请主要是按进口货物用途来看的，研究测试用途车辆都是可以申请下来的（图纸、申请书、委托书等）我司有专门外勤人员申请进口相关单证时间通关快速。
