加拿大进出口外贸帮忙分析一下,这个客是骗子吗?

各位前辈,福友,帮忙分析一下,这个客人是骗子吗;
我在B2B发邮件找的客人,客人看到我邮件回复,要求报价,因为量大报价比较低,几封邮件来回,客人发来了以下邮件。(说明一下,客人是英国的)
Thanks for your mail  showing great interest to fill the order of  XXXdozen for the XXX mised colos order and the C.P.C awarding commitee just  call our office  confirmed ok for your  price and therefore based on how contracts is been executed here. You are kindly advise to arrange immediate the order invoice,with inflation on the products prices,by adding our commission of 3% on the original invoice which will be 2 deferent invoice one for adding our 3% commision and other one without adding commsion as we will present to the board contract commitee invoice which you add 3% commision ,while you should address the invoice as follows adress bellow.

While after that,you should send the contractual requirements listed to the above address for the order approval in favour of your company,as we have been working deligently to see that we grab the order as the end buyer president had already assured us of the order.send it througn email attachment. then original Copy through courie service so that their will believe that you are Good suplier.   Requirements.

Moreover,we assured you to believe and understand that the order is in our favour owing to the kickbacks and envelope already given to the order tender committee officials in other for them to be on our side to award the contract in your favour of which the board commitee chairman prommis to me that he will help us win the contract due to he is my inlaw.In sending the requirements,with full assurance write a letter of acknowledgment,already thanking them in given the order in your favour,and assured them of supplying the order within their specified specification and also that they will get the full order within their stipulated supplying period of time.and the board commitee said that their payment terms will be 100% t/t in  advance  immediately the contract award to your company and signed in your favour after their proceedure and  recieve the require document from your company in other to enable you make fast production.

他的要求是要我提供营业执照复本,纳税证明,
我找了工厂提供,发邮件给他了。
他要求我寄复本和样办给他,邮件如下:
Thanks for your mail as the content where understood.regard to your mail you should send the documents and samples through TNT  courier service and add the freight cost in the main order invoice which you will deduct once you recieve the contract payment in your account acording to the Tender contract proceedures if you really interested to handle this order.
我回复他,我可以寄免费样办给他但是速递费要他出。跟着他很快又回复:如下:
Thanks for your mail.ok since you cannot pay for the express charge then you should forget about it and will look for another serious suplier.

这个客人会是骗子吗,求解,该不该如他所愿寄给他,或是不用再理了。

寄个快递过去要不了多少钱吧...注:最好在副本上面注明--仅供订单使用。不过我不理解为什么需要寄那些东西.到现在为止,我只跟俄罗斯客户提供过这些东西,但是邮件形式扫描过去的。仅供参考。

典型骗子邮件,如果你寄样品之后,后面他还会要你做其他工作,然后就是要你给他们一笔先期工作的费用,等等此类

还不一定的。。说不定是个好客户。。如果之后要你付什么钱之类的肯定是骗子了的。。如果没叫你出钱的,可以继续谈

是那里的客人有点像尼日利亚骗子的类型
前面大篇文章写得就不像是一个真正的买家提供神马文件只是让你对他又信任感
