印度现在付款需要我给他一张证明书么？新法律，大家有遇到过么需要我签字给他，能不能签啊，有点糊里糊涂的
Re: Permanent Establishment/Business Connection Declaration for the period April 1, 2013 to March 31, 2014.
We hereby certify that,
1. HangZhou Quanli Food Machinery Co., Ltd. is a company incorporated in China.
2. It is a tax resident as per the Tax Laws of China.
3. The Company does not have and is not likely to have a permanent establishment in India as defined in Article 5 of the India-China Double Taxation Avoidance Agreement (‘India- China tax treaty’). In this regard, it is further confirmed that:
• the Company does not have a fixed place of business in India through which its business is wholly or partly conducted as stipulated in Article 5 of the India – China tax treaty
• the Company is not likely to have a fixed place of business in India through which its business will be wholly or partly conducted as stipulated in Article 5 of the India – China tax treaty
• the Company does not have or is not likely to have any dependent agent in India as stipulated in Article 5 of the India- China tax treaty
4. The company does not have Service PE in India as Stipulated in Article 5 of India- China tax treaty.
5. The company does not have any business connection in India as per Sec 9(1) of the Indian Income Tax Act 1961 through which business is carried on in India.
This certificate is being issued to the Customer / Client / Payee to enable them to decide upon the With Holding Tax applicable on supply of Spiral Mixer machinery as per proforma Invoice No. 20131002 dt 22/10/2013 issued by our company.

8月份的时候，我印度客人也让我提供过一个类似文件，我看内容对我们没有影响，就签给他了
1) Not Permanent Establishment in India – Stating that there is no Branch or any office or do not have any permanent Establishment in India
2) Tax Residency certificate of China.

看看里面的内容判断一下，没有问题就可以签
