开发印度市场，客户说那边的投标是网上投标，要我照着如下程序做，要注册，要提交资料。可是好复杂，根本无从下手，有没有前辈做过可以帮忙简化一下，老外的解释也很难理解。内容有点长，希望有心的前辈帮帮忙，万分感谢！
1. First of all you have to download the tender ( Petroman downloading the tender does not allow your company to bid). For that you have to register on GAIL E-Tender site https://etender.gail.co.in
· Open the above link and click on Request User ID (For New Bidders)
· Then a form will open, please fill that and then submit. While filling the form please write Tender Reference as “8000008729”.
· You will get UserId & password to download the tender on the email id which you will use while filling the form.
2. This is an E-Tender, for uploading the offer every vendor must have the Digital Signature Certificate (DSC). There is a different procedure to get DSC, now a days in India majority of the projects have requirement of DSC and vendor can use same DSC across the country. I will send a separate mail that how to obtain DSC.
Petroman has DSC but due to recent Government of India regulation, agents are not allowed to upload the offer.
3. If you please refer the page no. 18 of the tender, it states that the bidder has to give the Tender Fee along with the bid. In the past, tenders do call for Indian agent to buy tender document on behalf of foreign vendor but not now. Foreign vendor has to purchase in USD. Foreign companies, who has office in India can purchase the tender in Indian Rupees.
The procedure for getting the DSC is,
-- Take the print out of the attached application form "Application Form DSC.pdf" and fill it . I am enclosing a sample form dully filled in for your ready reference and help.
1) The photograph on the form should be recent and it should be signed in such a way that your signatures should be half on photo and half on the form. You have to send extra photograph in original.
2) The signatures should not cover the face.
3) In the form, please mention that The digital signatures required by KRT Valve is Class III for 2 years.
4) The person applying for DSC must have a photo ID as driving license or Passport. You can use one of them as Photo Id.
For Address Proof, Separate Id has to be used. Means, if you have used driving license for Photo Id then you can not use Driving License for address proof, then it can be passport.
Both these are to be indicated on the form and the copy of the same is to be self attested by you and should have company seal too in original ( The soft copy what you affix under your signatures will not be acceptable).
5) Under Section 4 Here the name of someone senior to the person applying for DSC in designation should sign. The signatory has to give his photo id proof self attested.
6) Certification of Incorporation of your Company.
7) The company stamp in original should be on all the attachments and the filled form.
All the above documents should be scanned and mailed to us along with the form duly filled in.
We will get the same verified from the concerned authorities and there after shall guide you what all documents to be Notarized and after that you have to courier the form with photo duly self attested along with self attested documents in original for submission to authorities for issuance of digital signatures.
This will cost about approximately USD 150-160. This is a Government cost. Which you have to pay. Petroman as indicated earlier also has DSC but now agents are not allowed to upload the offer from their DSC.
