The New Regulations of Aviation Introduced in January 28, 2016 Will Have a Huge Impact on Foreign Trade of Power Supply
No sooner the changes of third edition of the guidelines for transporting lithium batteries and 57th DGR rules(to be performed in April 4,2016)published in our wechat public number in the first time than ICAO has announced the news before April Fool’s Day that they will prohibit lithium ion batteries from being loaded on passenger jet in January 28,2016.
At first IATA put forward the packing requirements that SOC must be less than 30% and pointed out that power supply belongs to lithium battery instead of built-in battery device while there is still a chance for lithium batteries boarding passenger jet.Now,ICAO has make it clear that lithium batteries are prohibited from boarding passenger jet.Absolutely we do not want to travel aboard by air fully loaded with lithium batteries.Generally speaking,the new rules will have a huge impact on battery products especially power supply.Let’s see what the ICAO has announced and analyze the trend of export transportation.
The United Nations ICAO Air Aviation Committee— the Air Navigation Commission (ANC) announced in January 28 that they will prohibit from being loaded on passenger jet,which is another strict ban in addition to that of prohibiting lithium metal batteries boarding passenger jet announced two years ago.From now on,all lithium batteries including lithium ion batteries and lithium metal batteries will be forbid boarding on passenger jet.
Analysis of the trend of transportation:
1.Usaually,airlines are more likely to arrange cargo aircraft flight to those countries with higher consuming capability while there almost has no cargo flight to remote area. Also, some airlines, such as Cathay Pacific Airways and KA Dragon Airlines, are unwilling to receive the lithium batteries. What’s more, air transportation will take less time, but cargo flight is not as frequent as aircraft flight. Cargo airlines may tend to be rigorous, after all, everyone wants to live longer.
2. some domestic private courier already bought the plane out of the country, will also have this possibility. The coverage will be more extensive than the air, timeliness as cargo, customs clearance and delivery on behalf of. In order to observe the small, currently available in the market for more than 80% of the courier account and often unstable, what apply for their own account statement only oh.
3.Air Transportation&Delivery. Although the China Post emphasized that foreign posts may not collect cargo in our country at the end of last year,cargo can still be transported by air to Europe and then delivered to all over the world after customs clearance.For instance,UPU is completely better than commercial courier.It can not be denied that special logistics mode has weight limit and the validity of which is not that good while it costs less and can save the money of customs clearance by foreign agents.
4. Express Line, neighboring countries like Vietnam and Russia, the process of transportation includes land transportation,tax,customs clearance and delivery. Validity and cost are acceptable, but the customs clearance system of Russia lays emphasis on 100% stability~
5. Sea Transportation, LCL or FCL, limiting conditions are much more than that of air transportation and courier.It will take long time plus with deconsolidation fee or port charges after arrival of cargo.Put simply,Larger quantity, more cost-effective.
P.S: Explanations for the differences between IATA & ICAO
IATA is short for International Air Transport Association international air transport association;
ICAO is short for International Civil Aviation Organization. IATA----non official organization,the members of which are airlines.Actually,IATA belongs to semi official organization in that IATA is an airline industry alliance in terms of the organizational form, which belongs to non official organization, but most of the members of IATA are national airlines, even non state-owned airlines are also under control by national government. So the IATA can be defined as a semi official nature of the organization.
ICAO,an official organization, members of which are Contracting State,belongs to United Nations agency
IATA focuses on the coordination, management and services between air transportation industry and the airlines and freight agents, such as tariff coordination (TACT),transportation services (passenger and freight transport, airport services), agent service (CASS freight settlement system) and relevant technical,legal services.
ICAO focuses on the standards, regulations, policy,coordination, supervision and management between the members . Such as the formulation or revision of the current international civil aviation regulations or provisions,international technical standards,recommended measures, safety supervision,aviation security system, the implementation and communication of the international civil aviation organization, navigation, surveillance / air traffic control system, simplifying procedures, statistics, technical cooperation, training and so on.
