(Crain's) An upscale housing tower for retirees near Michigan Avenue has defaulted on a $229-million loan. The Clare at Water Tower, a 52-story skyscraper at 55 E. Pearson St. that was completed in December 2008, missed a Sept. 1 debt payment and has informed municipal bondholders it will not make payments until debt restructuring is in place, according to a Sept. 20 disclosure statement with the Illinois Finance Authority. In addition to not paying the bonds, the Clare did not pay interest or letter of credit fees to the Bank of New York Mellon Trust Co., according to the disclosure statement.Proceeds of a 2005 bond sale were loaned to the Clare to develop and operate the senior living community, according to the disclosure statement. The developer was Franciscan Sisters of Chicago, based in south suburban Homewood. News of the Clare's default was first reported by Bloomberg, which says it is the largest municipal bond default this year. In 2010, bondholders approved a financial restructuring in which most bondholders would receive about 70% of the principal and others would receive about 30%. But the Clare's financial woes have continued, and the Sept. 20 disclosure statement calls these negotiations “still ongoing today.” It said the Clare will withhold payments to “preserve prudent levels of cash reserves” during restructuring negotiations. A spokeswoman for the Clare says about two-thirds of the building's 248 units remain unsold. She would not specify the amount of the loan that is now in default. “There's not a specific occurrence that happened,” she says. “During last year's restructure, all parties understood that another restructure of the debt would need to be scheduled for this year.” Investors holding $91.5 million in bonds approved the 2010 restructuring. Mutual funds, which owned 75% of the bonds, and Bank of America Corp., which provided letters of credit used in the financing, approved the deal. The balance of the debt, $137.5 million, was not affected by the vote to restructure. Restructuring allowed the Franciscan Sisters of Chicago Service Corp., which oversees senior housing for the religious order, to increase staff marketing the tower. But sales of the units have continued to lag. The external economic environment for the past several years has really presented the Clare with economic and revenue challenges,” the spokeswoman says. “That's brought us to where we are today.” Construction of the building cost nearly $272 million after cost overruns, delays and other issues. 回复: 市发债券也会有风险!你给我找个没有风险的生意我看看?你的老人院有多大的抗风险能力? municipal bond 还钱是靠项目的自身运营,当然存在违约的可能。 General Obligation Bond 还钱是靠州政府的税收,它是用发债政府的全部信用做担保的。 两者根本不能比。
