从句子内容来看，好像不存在语气太强硬吧~~~，
就是说：我们欢迎你成为我们的分销商，但是在mongolia这个潜在市场的开发初期，我们需要评估，只有达到了（if the annual sales can be up to 1000 square meters,we can build the distribution relations）这个要求，我们能合作，成为我们的分销商啊，你说你要寄给新的正式合同，你寄了吗？或许人家在等你寄呢？！！！

个人认为语气也不是太好，好象是在做官方文件一样，我原来写邮件的时候也曾有客户这样指点我。有时客户是要捧的。不妨在说明Mongolia是个很有潜力的市场之后，说we're hopful for building win-win relationship and working together to....等等。反正感觉你的邮件有点官方话。
