向大家请教一下,帮我翻译以下这句话, 在下非常感激!货物抵达新加坡后需收货人携带公章去当地海关办理退运手续,需向海关解释说明(就说货物运错了都可以的).因为货物抵达港口后就得进入海关监管仓.所以还需新加坡收货人及时办理.

the consignee has to go to local Custom to return the cargo with official seal after the cargo arrives Singapore. he has to explain the problem(he can say that the cargo was shipped wrongly). since the cargo would be put into custom supervision area, the consignee should handle it in time.
