"Because time is urgent" is Chinglish. You say " It is urgent" . You don't say "time" . Time is always running at its own pace, urgent or not.
We need ship this cargo on 11-Jan,2011. - We have to ship this cargo on Jan 11, 2011

不对，是放行条，是厂家自己制作的，新产品他们开出放行条后我们才能生产的。放行条指的是一份英文同意生产的文件。
