中标者在收到通知书7日之内需付合同金额10%的保证金作为抵押，且提交以斯里兰卡电信PLC采购负责人为名义的，由斯里兰卡银行出具的保函或同等额度的债券，但必须是 SLT 认可的

中标人应于收到中标决定通知书后七日内，提供由斯里兰卡银行银行出具的、可被SLT以斯里兰卡电信公司采购部经理名义接受的、相当于合同金额10%的银行保函作担保；或者提供同等金额的由斯里兰卡银行出具的、可被SLT接受的银行担保债券，作为其履行合同的担保。
