毕业论文明明是中文的，干嘛要人家把摘要搞成英文呢，不懂啊。急死啦。。。用word和有道翻译了一下，感觉word译出来的要好一点。但是还是很多没有逻辑的。。。。。

摘 要
国家的一切权力属于人民，人民是国家和社会的主人，让权利置于阳光下是法治社会的必然要求。随着我国人民当家作主的实现及人民主权原则的确立，特别是20世纪90年代社会主义市场经济的快速发展、行政权强制性的减弱、公民法律地位的转变等影响，政府信息公开制度有了长足的发展，但是在实际应用中仍存在诸多问题，政府行政信息公开制度完善之路依然任重而道远。本课题通过对政府信息公开制度理论的探讨,进一步加深对政府信息公开制度的认识，同时结合新时期我国政府信息公开的现状,借鉴各国有益的经验,提出完善我国政府信息公开制度的基本对策，通过加强政府信息公开制度的建设,实现政府的透明化运作,保障公民知情权的实现，希望也对立法和理论研究能有所启发。

Abstract
All national authorities belong to the people, the people are national and society's masters, lets the right put in under the sunlight is the government by law society's inevitably request.Realization and people's sovereignty principle establishment was master of own affairs which along with our country people, specially 1990s socialist market economy fast development, the executive power compulsory weakened, citizen legal status influences and so on transformation, the government information public system had the considerable development, but still had many problems in the practical application, road of the government administration information public system consummation is still shoulder heavy responsibilities.This topic through to the government information public system theory discussion, further deepens to the government information public system understanding, simultaneously unifies the new time Our country Government information public present situation, the model various countries beneficial experience, proposed consummates our country Government information public system the essential countermeasure, through the enhancement government information public system construction, the realization government's transparence operation, safeguards the citizen right to know the realization, hoped also can have the inspiration to the legislation and the fundamental research.
