Cost neutral" means the cost of doing something is not higher than the revenue it generates. For instance, a city could enter a "cost neutral" contact with a company based upon on how much money that company is expected to bring into the city. A good example is red-light cameras, which are often used to catch drivers who are speeding. A city could enter into a "cost neutral" contract with a company who provides red-light cameras. The contract would guarantee the city doesn't pay the company more than the amount of money the red-light cameras would bring in for the city.
