办公室保洁人员想把工作时间从07:40-16:40改为07:30-16:30The office cleaner would like to change the working time (from 07:40 a.m.-16:40 p.m. to 07:30 a.m.-16:30 p.m.) .
不知道表达清楚没有？不知道有没有问题？

或者也可以这样说：
About working time, office cleaner would prefer 10 minutes early.

我觉得把括号去掉更好。然后24小时表示的时候不需要加 am pm。
The office cleaner would like to change the working time from 7:40 a.m - 4:40 p.m to 7:30 a.m - 4:30 p.m.
或者如果觉得表达的不清楚的话，可以分开说1，保洁想换工作时间到7：30，然后说之前的工作时间是7：40 ......
