最近收到一个马来西亚询盘需要订购我们一批3万只电子驱蛇器。自称是马来西亚非政府组织 Non Governmental Organization 。一开始谈的都很正常。报价。何时发货还有付款也是50% 预付。相互签订了合同。我们按照他们的要求做了CE ,ROHS 检测。但是一直没问我们要样品。当时也有点怀疑。但想想有的客户也是没有样品就成交了的。相互谈了一个多月下来。后来把全部检测报告也给他们了。以为没有问题了。这个单一大半成功希望了。把报告给他们几天后他们发了一个邮件说检测报告要给马来西亚安全委员会( Malaysian Safety commission ) 做评估认证。需要我们支付3750美元费用。说是只有通过马来西亚安全委员会 才能给我们汇预付的汇款。
我们提出让客户那边先垫付这个3750美元的费用。到时候给我们付货款的时候可以扣掉。
如下就是客户给我们回复的最后一封邮件。各位有碰到过这样的情况吗? 如何再进行下去。

Its a pleasure to write you this mail, I am aware of the extent you have gone in making this business a reality and i felicitate you for your efforts.
I am ware that MSC is demanding $3750 as approval / Accreditation certificate fee for your product test analyses sent to them.
You should not misunderstand this with what is obtainable in other countries , we are in Malaysia and is not related to Europe or USA, as an independent country our authority have their principals which might be different from other country's so what is obtainable in other country might be different here.
You have to note that you are supplying your product to a Non Governmental Organization(NGO) not a trading company, if you have once supplied this product in Malaysia, it must be a trading company not an NGO.
NGO's are well protected here to make sure that they do not bring in fake or substandard products into the country , this is why this verification is a must and it is only going to be once as far as your product continue to pass routine check at our points of entry.
I see reason to explain our organization and our mode de operations to you so that we can understand our selves very well.
We are Non Governmental Organization (NGO) and this makes us Non profitable organization , all the products we are buying are meant for our Youth empowerment,Skill acquisition / Trainees, distribution, Distribution works.
All our purchases are being sponsored by Company's, corporate body's, Religious Organizations Governments, Individual etc.
What we do is collect proforma invoice from our supplier and send to our sponsor, he will release the fund meant for the purchase of the products needed to us and we shall pay our supplier. We are direct buyers and end users and our conditions of purchasing goods are sometimes different especially when products needed requires certifications from our authorities.
We don't have budget for this type of expenses and we can not go to our sponsor to ask them to release this fee to us first before the main payment. It is always our supplier who fits in this type of bill because it is clearly stated in the SPA. Article 6. Second paragraph.
Every thing about this supply is contained in the SPA we signed with you, we can not deduct any amount from your payment because there was no agreement on this either with you or our sponsor and we can not start now to propose this to them.
We have signed contract with your company for the supply of your product to us and we are working towards your payment. We can not release payment to you unless we have guarantee from 'Malaysian Safety Commission' that your product is good and will be allowed entry into the country. This will be possible if they issue approval/accreditation certificate to your company and product.
Our agreement with sponsor is that Malaysia MSC must give approval/accreditation certificate to you before we shall release contract sum to you.
You have to request for payment invoice from the government agent, which you will use to send the fee to them to pay and get this certificate for you. This document is going to serve you now and always as long as you continue to supply your product to us or any other NGO here.
I explained all these to Ms. Amira Youseouf and i believe she has told you the same thing, You have to cooperate with her,
she is doing a marvelous job, she is in position to get this document for you. I am giving you my word , your contract sum will be released to you as stated in the contract we signed without failure if you have this accreditation certificate for your product.

如果是第一次聊的客户,不建议冒这个险,钱在自己手里才是最安全的。

1. 说实话从来没见过把邮件正文写这么长的客户
2. 你有其他马来西亚客户的话问下这个组织
3. 自己上网查,通过货代核实你们产品出口马来西亚的情况

实话试讲,任何生意都是需要利润跟风险挂钩的,如果大货可期,我建议你们可以去马来西亚考察,如果对方确实家大业大,也没必要骗个USD3750,反而过去一趟,可以让相互更了解,也可以随情形制定更加灵活的方案,反之亦然,如果确实不靠谱的客户,也能一探究竟。

对方是个非政府组织Non Governmental Organization(NGO) 。上GOOGLE 查不到详细的资料。只看到他们几篇在网上发的求购饲料。粮食等的信息。联系方式只有个电话号码。用的邮箱还都是gmail .

这样的问题不应该问啊,自己要有一个清楚的判断。
类似的套路在国内有中奖诈骗,让你先给他汇个人所得税。
网络借贷诈骗,钱还没到手,让你先给他汇利息,他再汇你本金。

这个根本不用问,。。。而且,你已经有损失的,肯定是先付定金再去为他做什么CE认证,否则这个都不是必须的。。。
这种套路太老套了,如果是正常买家,不可能让卖家再付钱给他的

这么长的邮件太少见了,我是不会相信这么文绉绉的邮件的。
你可以提出去马来西亚考察一下啊,看他怎么回复,无论怎样,如果是negative,你还是放弃这个客户吧。

不知道是不是我自己经历得太少,接触外贸以来,收到的邮件如果是这么长的,除了是遗产骗局,就是洗钱骗局的邮件,反正正经客户不会有人写这么长的邮件
