Hi DavidAs shipper, we offered our client in Guam CIF price so Fifth L'ement as shipper will OF COURSE pay for freight and document plus telex release that is why I am asking for the rates and basic fees. BUT the China local charges are to be paid by the factory who will deliver the goods to your warehouse.
Thge client when the goods arrive at port in Guam the consignee we take charge of the shipment when the goods are in guam
I hope this is clear and I want to get the LCL per cbm rate, telex release price and BL cost.

大卫筒子：作为发货人，我们给客户的是关岛到岸价，所以第五元素作为发货人当然会支付所有费用诸如运费，文件费，电放费。。。所以我们问你报价和费率。但中国国内产生的费用如把货物运至你方仓库的费用，将由工厂承担。
货物到关岛之后即由收货人接管并承担其他所需费用。
