致：乌克兰驻中国大使馆商务处
现告知，货物从中国进关非常困难（乌克兰，哈尔科夫市）。由于从伊利切夫斯克港轴承货物放行的延误（集装箱2011年8月到港，至今未放行），收货人已无法将这些轴承销售至农机行业。这样长期滞留，导致了产品的成本增加和竞争力的降低。
由于上述事件，买方拒绝支付货款，并要求将货物返还生产厂家。
请了解目前情况，并协助解决由伊利切夫斯克港人为造成的集装箱货物手续问题。

To Ukraine embassy in China
To inform you that goods entering China is very difficult (Ukraine, Kharkov city.) Due to the delay of good releasing from port in Cardiff Scottie port (containers arrived in August, 2011 is still not release,) caused the receiver is unable to distribute the goods to farming machinery industry. Such long term holding of goods has caused the increase of cost and lowering the competitiveness on the market.
Due to the above incidents, buyer refused to pay the remaining of sale and demand the goods to be ship back to the original factory.
Please investigate into the incident and assist us about the procedure and the goods that is detain in the port of Cardiff Scottie.
