在货物离港前，如果中国政府变更关税，我们将重新商谈价格。 现在的关税是15%和13%.
这里理解客户说的估计是退税。

按照语境来看，就是退税率（tariff subsidiary）和当前退税率（current subsidiary rate）的意思。
