我的直觉是这封信是可以作为一个类似于合同的东西
就是说这个东东是有法律效力的。 我问了一个老外，他的看法是
can be accounted for" means that you can provide a copy of it for someone to see at any time
所以我觉得是这个意思，这个东东是可以随时拿来给别人看 （就是随时可以拿来做为成堂证供，不是随手写的）

the "can be accounted for" means that you are going to keep a copy of it and can provide it to a judge or anyeone else that needs to see it yes. with the digital age, this is not as important, but I have had situations where we couldn't find a contract and weren't sure how much we had to pay for something
