如题 求详解The buyer pays 30% from the cost of a consignment of goods in advance on the basis of Proforma-Invoice of the Seller. Production time of goods is no more than 180 days from the moment of an advance payment. 70% of cost of a consignment of goods is paid until arrival of Goods based on an Invoice. The Shipment is carried out within 14 days from the moment of full payment. All calculations under the present contract are carried out in US dollars or EURO on to cross-rate on the date of the payment, making bank transfer of money.

意思应该是：根据卖家的PI先付30%， 交期不超过180天，70%到货后在14天之内付清全款

这两句话有疑问：第一句是说收到发票上的货物后支付余下的70%。第二句话是说收到全款后14天内完成交货。
到底这70%的款是收到货后支付还是在生产好发货前支付？
