这条款有意思，按字面翻译一下。
在全部/部分不支用本信用证的情况下， 开证行将按其费率向第二受益人根据未支用金额（包括修改减少金额部分）计取的未支用费用。

倘若信用证全部或部分未被使用，开证行将会按照开证行的收费标准，收取在未使用之信用证金额 (包括因修改而减少的金额)基础上计算的未使用费，该费用由第二受益人承担。

Under no circumstances, should second beneficiary's documents be sent directly to the DC issuing bank without substituting first beneficiary's export documents at the counter of DEUTSCHE BANK, AG, HONG KONG BRANCH and if any bank/financial institution other than DEUTSCHE BANK AG, HONG KONG BRANCH despatches second beneficiary's documents directly to the DC issuing bank for collection and hence precludes the first beneficiary from substituting its documents, that bank/financial institution will be held fully liable for indemnifying the injured party (IES) for all losses that they may result from so doing. 还有这段啊。先谢过~~
