第一个日期是网上登记的通过认证的日期第二个日期是实际颁发证书的日期
通过认证的时间一般会比实际颁发证书托后一个月左右.
The 1st date is the time of pass the Certification
the 2nd date is the time of actual issue Certificate
pass the certification also later than issued Certificate

The first date is the date of passing the certificate by internet, and after one month or so, it will be issued by
authority, and that is the second date - the issued date.
