原则上这两句指请某人注意，应该用一般现在时形式，显然第二句是不合理的。而楼主想提醒对方注意，对方是被动方，在noted前加个be是理所当然的
另外，这种表达在正式英语中并不常见，建议楼主用please note that........................或者please be informed that.......................
