- approved separation materials
o        1/8" thick (.125 in.) PE foam sheeting may be used as a first layer around dishes and glassware
o        Singleface, singlewall and doublewall corrugated may be used to separate dishes but must extend beyond the item so that exposed edges of dishes cannot meet.1/4" thick (.025 in.)
o        EPS sheeting is allowed as separation material
o        Poly-bags may be used to prevent scuffing only; not as a separator material
o        Corrugated fiberboard and various foams are allowed
o        Angleboard and hexacomb products may be used for clearance and to prevent corner damage
o        Corrugated partitions work to separate items.
o        Bubble wrap may only be used between inner-outer carton designs where there is a large flat surface area to facilitate the cushioning of the bubbles.
- unapproved materials
o        No bubble wrap will be accepted directly around dishes and glassware
o        No spray foams (in bag) are allowed unless in pre-molded form.
o        EPS chips, "peanuts" or loose fill material of any type is not allowed unless in bonded condition or placed in polybags for containment and positioning.

Test standard 1C mod. - For all overseas testing of non furniture merchandise
Sequence        Test Category        Test Type        Test Level
1        Compression        Machine/Dead weight        Calculated test force
2        Vibration        Fixed displacement        1 in (25mm) peak to peak at a frequency to be determined
3        Shock        Drop         Height varies with weight see table below
Test procedures below are for both 1A mod and 1C mod test sequences

1. VIBRATION TEST- Fixed Displacement
•        Use a vibration table constructed according to ASTM (American Society for Testing and Materials) Designation D-999.
•        Place the package to be tested on the machine and erect barriers to prevent its escape due to vibratory forces, but do not tie the package down.
•        Turn on the machine and select a frequency that will cause the package to leave the table completely a vertical distance of approximately 1/16 inch. When a piece of .060 inch fiberboard can be easily inserted under the package and withdrawn, the frequency is satisfactory.
•        Vibrate for one hour, varying the position of the package every fifteen minutes as follows:
•        1st Quarter Hour - Top side up, resting on its bottom.
•        2nd Quarter Hour - Inverted, resting on its top.
•        3rd Quarter Hour - Resting on either of the two largest side panels.
•        4th Quarter Hour - Resting on either of the two smallest side panels.
Note: Due to the shape of the container, it may be necessary to loosely tie the package to one of the barriers to keep it from falling over when resting on its smallest face. When this is required, its natural motion should be restricted as little as possible.
2. DROP TEST (using the same specimens.)
This test consists of a series of drops on various surfaces and corners of the package. Number the surfaces of the container as follows, facing the front of the container with the manufacturer's joint on the right:

•        The top is surface #1.
•        The front side is surface #2.
•        The bottom is surface #3.
•        The back side is surface #4.
•        The near end is surface #5.
•        The far end is surface #6.

Package Test Drop Height Table - jcp.com as well as Stores
Package Weight (pounds)        jcp.com        Furniture Drop Height        Non Furniture Stores Drop Height        Drop the package in the following sequence:
•        On the 1-2-5 corner
•        On the 3-4-5 corner
•        On the 1-4-6 corner
•        On the 2-6-3 corner
•        Flat on surface #1
•        Flat on surface #3
•        Flat on surface #2
•        Flat on surface #4
•        Flat on surface #5
•        Flat on surface #6
Identify corners by the numbers of the three surfaces that meet to form them. For example, corner 1-2-5 identifies the corner that is formed by the top, front side, and near end.
Drop the package from the height specified in the table
less than 10        36 inches        36 inches        24 inches
10 but less than 26        30 inches        30 inches        18 inches
26 but less than 51        24 inches        24 inches        12 inches
51 but less than 70        18 inches        18 inches        10 inches
70 but less then 100        12 inches        12 inches        10 inches
101-lbs and greater        10 inches        10 inches        10 inches

3. COMPRESSION TEST - 1C modified sequence only
•        Use a compression testing machine as described in ASTM (American Society for Testing and Materials) Designation D-642.
•        Center the packaged product on the bottom platen of the testing machine and lower the top platen until it comes in contact with the package. Continue to apply pressure until the machine records the pressure load limit specified for the package weight or until package failure occurs. The pressure load limit specifications are as follows:
Compression        Force        English units        Metric Units - Newtons (N)
Apply and Hold        AH        300 + Wt + [3 x (L+W)]        1300 + (Wt x 9.8) + [530 x (L+W)]
Dead Weight Test Load        DW-AH        300 + Wt + [3 x (L+W)]        135 + Wt + [54 x (L+W)]
Wt        Total weight of the packaged product        Pounds        Kilograms
Minimum value for ramp and release        300 lbf        1300N
Minimum value for apply and hold - machine        300 lbf        1300N
Minimum value for apply and hold - dead weight        300 lbf        135 kg
        Formula values, force        3        530
        Formula values, load        3        54
L        Overall container length        Inches        Meters
W        Overall container width        Inches        Meters
Compensating factor for compression time        1.4        1.4
Conversion factor for metric        n/a        9.8
Guidelines for determining test force - first calculate the value from above then refer to this guide
If the calculated test load is:        Then use as the force
Equal to or less then 300 lbf (1300 Newtons) or 300 lb (135kg)        300 lbf (1300 Newtons) or 300 lb (135kg) as the test force
More then 300 lbf (1300 Newtons) or 300 lb (135kg) but less then 750 lbf (3300 Newtons) or 750 lb (340kg)        Use the calculated value for testing
Equal to or greater then 750 lbf (3300 Newtons) or 750 lb (340kg)        Use 750 lbf (3300 Newtons) or 750 lb (340kg) as the test force

INCLINE IMPACT TEST- No longer an approved jcpenney testing method.
"A" - ANALYSIS
•        Open the tested package and inspect the merchandise for damage. If the merchandise is electrical or mechanical, operate it to determine whether or not it functions properly.
•        Any damage or the inability of the item to function properly is considered a failure and may be due to insufficient protective packaging or substandard product quality.
•        Have your packaging department or supplier and your product quality control department investigate the failure. Make appropriate corrections and retest the revised package and/or revised product using the same procedure.
For all packaging regardless of gross weight and united inches. (United inches = length + girth). Test one filled, closed package using the tests indicated below in the order given.
DROP RESISTANCE TEST (An optional addition to the drop test when the container has large unsupported areas, or when impact from small dense packages (approximate density = 15 pounds/cubic foot) is a potential hazard.)
1.        From a height of 36", drop a corner of a ten-pound "foreign" package once on each of the two largest flat surfaces of the packaged product under test.
2.        If it becomes evident during the test that the merchandise has become damaged, stop the test at once. Note the drop on which the damage occurred, open the package, and analyze to determine the cause of failure. Take corrective action and retest.
If, upon opening, no damage is actually found, reseal the container and continue the test to completion.
