同意你说的，感觉意思表达比较明确

I should send you the quotation added up with freight,but (实际情况） 我本来打算....样，，但是实际情况没有完成
ought to have done sth, should have done sth
本应该做某事，而事实上并没有做。否定句表示"不该做某事而做了"。
You ought to (should) have been more careful in this experiment.你应该更认真的做实验（但是实际上并没有）
He ought not to have thrown the old clothes away.（事实上已扔了。）
ought to 在语气上比should 要强。

如果表达的正式点，可以说 My plan was to get the information on freight fee first, then send it to you together with our quotation. 非正式一点的话，I was going to ...
