the toy technical file is a doc that every manufacturer must have, in order to produce and follow up with a project.To allow us to import, is important for us to have a copy or an official declaration that you own it: your company and address is shown on labels so you need to own it.

THE TECHNICAL FILE:
1. detailed description of toy design
2. detailed description of toy manufacturing
3. toy components list
4. raw materials toy list
5. “material safety data sheets MSDS”* of all chemical compounds used during the production process and of the raw material used in the toy
6. if preparations are present must be present also the formula and the “material safety data sheet MSDS” of all the ingredients and also the “material safety data sheet MSDS”* of the preparation, if the substances are present must be present also the “material safety data sheet MSDS” * of each substance
7. safety assessment document copy
8. description of conformity procedure used (MODUL A + MODUL C = self certification of the manufacturer or MODUL B = EC type issued by a notify body)
9. declaration of conformity
10. manufacturer name and address
11. storage place address
12. name and address of the notified body involved if any
13. copy of all the documents sent to the notified body (necessary when the notified body is involved in the certification process to issue the EC type)
14. test report/test results or EC type certification
15. description of procedure used by the manufacturer to guarantee the conformity of all the production to the tested sample
* when we use the word “material safety data sheet MSDS” we talk about the “material safety data sheet MSDS” in the european format in conformity to the EC regulation 1907/2006 REACH.

先出商检再去质监局 好像是这样 我不太确定
玩具出口商检是必须的 因为儿童在玩耍时经常会和皮肤甚至口腔接触 所以需要检测你产品和包装重金属含量或者有毒成分含量
这个是需要专业的检测仪器才能做的 一般一个地区会有质监局指定的出报告的单位或企业，
东莞那边我知道有家企业出具的报告是具有法律效应 而是政府指定检测企业（明门幼童）
