Currently, 70% of total imports pass through the green channel once the bill of entry is filed. This happens online with little or no difficulty; only 30% is examined. Physical examination includes matching description to bill of entry, whether the goods are correctly valued — as these could be undervalued — and whether they are eligible for exemption of duty. The latest moves will delay clearance, particularly due to low staffing on account of coronavirus. In many cases, goods will have to be unpacked in the presence of importers for checking.

Proposal to Shift China Imports to Western Ports
Industry insiders said Chennai port is a key gateway for telecom parts and equipment for many Chinese companies operating in the country. It is also a major port for the import of auto components from China.
There is no formal instruction to stop clearances but importers have not been able to secure release of consignments, said one of the persons. “Importers have been told that consignments need to be examined and sanitised for Covid-19 with due procedures,” said an industry expert, adding that the move seems to have been prompted by an alert.
“100% physical examination means delay in clearances,” said another person privy to the developments.
The development rattled industry, with multiple consignments getting stuck, prompting some importers to take up the issue with local customs officials.
INDUSTRY SPOOKED
The manual checking of all items is “spooking the industry as it will soil, damage the imports which are critical not just for domestic production but also for exports out of India”, said Pankaj Mohindroo, chairman of the India Cellular & Electronics Association (ICEA).
Lava, Foxconn, Oppo, Vivo, Flextronics and Apple are among members of the association. “Authorities have assured that the issue would be resolved soon,” said an official with an export body. A senior executive at an electronics contract manufacturer said checks were intensive on Monday and consignments that had been approved were recalled and checked. “By (Tuesday) afternoon, our people were getting the consignments released,” said the person.
The government declared that it hadn’t ordered ports to halt shipments from China but acknowledged that some containers could be held up. “No orders, verbal or written, have been issued to any port by customs or by the Central Board of Indirect Taxes & Customs (CBIC) to bar or not to accept containers from China,” a government official said in response to a query from ET. “If in some cases, some containers are held up then they are for the intelligence input and on the basis of risk assessment, as a routine exercise".
‘SYSTEM-GENERATED CHECKS’
Customs authorities played down concerns over clearance. “System-generated checks are going on,” a senior Chennai customs official said. “Doing it for each container would be a huge time-taking exercise.”
About 300-500 bills from China are cleared on a daily basis at Chennai customs, a large chunk of the overall number. If consignments are halted, it could lead to the ports getting choked and delays in goods reaching, the official added.
ERECTING BARRIERS
There has been a growing view within the government that clearance of Chinese imports should be permitted only from ports on the west coast, but no decision has been taken so far on this.
India is eyeing several measures to contain dependence on Chinese goods, particularly non-essential ones. The move has been in the works as part of the self-reliance drive, but has gained momentum after the border tensions.
India-China bilateral trade was $87.1 billion in FY19 — India exported goods worth $16.8 billion while imports added up to $70.3 billion, for a trade deficit of $53.6 billion. Efforts to reduce this deficit have not yielded results.
“One of the fallouts of Covid-19 is increasing localisation and many countries are focussing on it. India is not an exception,” said Ajay Sahai, director general, FIEO.
‘KEEP INDUSTRY IN LOOP’
Experts said policy changes should be communicated to industry. “The importers need to be aware of the policy decision, if any, on possible port of import and clearance procedures since a number of these products are being imported from China in Chennai port which caters to a large catchment of manufacturing hubs,” said Bipin Sapra, partner, EY.
The decision to conduct full physical examination and assessment at the docks and sheds in airports follows a rider on 100% examination of Chinese imports that was introduced by the apex indirect tax body Tuesday, said people with knowledge of the matter.

Typically, risk alerts are product specific and issued for sensitive commodities. However, in this case there is no specific item mentioned, prompting customs officials to check all consignments originating from China.
Import cargo is usually cleared based on the declaration. A physical verification implies a thorough check of all the papers filed -- bills of entry, invoices, valuation of the goods declared. Additional proofs such as calculation certificates will also be verified, which could delay clearance and add to costs of importers.
Given that China is Indias biggest source of imports, this could mean delays for many items including electronics, mobile phones, chemicals and project goods.
India imported goods worth $62.4 billion from China in the April-February period of FY20 compared with $70.3 billion in FY19.
Customs clearing of Chinese imports is going on but is very slow due to limited manpower and need for physical examination of all cargo, said the official cited above.
Goods flow at the key ports on the east coast - Chennai, Visakhapatnam and Kolkata - that receive the bulk of Chinese import cargo has been the most impacted most from the heightened scrutiny. Inspections of air cargo at key ports have also started with telecom, auto and medical devices sectors feeling the greatest effect. A large quantity of telecom components and medical devices come in via the air route.
Experts said there should be clear guidelines to prevent any disruption in the supply chain.

Jain said industry expects some guidelines on the process and timelines for such inspections so that they don't lead to supply chain disruptions.
EY partner Bipin Sapra said, The government needs to look at the overall impact if the cost of the products being manufactured in India increases due to increase in logistics cost of imports from a particular country.

The Chinese exports in dollar terms to India in 2019 amounted to USD 74.72 billion compared to USD 76.87 billion in 2018.
The traders' body in the letter to Ambani said "at a time when China's army in the most clandestine manner has committed a barbaric attack on the Indian army at Ladakh border resulting into the brutal killing of 20 brave sons of the country, the heart of every Indian is filled with deep anguish, resentment and abhorrence against the atrocities of the Chinese and their persistent attitude of antagonism towards India".
The trader's body expressed hope that Ambani would give a clarion call to promote Indian goods.
"Your positive decision could be a big boost for the campaign and a great service to the soldiers who have laid down their lives for their motherland," it said to Ambani.
CAIT Secretary General Praveen Khandelwal said that being a successful entrepreneur and one of the captains of Indian Industry, it has invited the group of Industrialists led by Ambani to join the movement as a valued partner and sought their support, terming it a "game changing initiative that has the potential to reshape India's journey as a global superpower by reducing China's dominance".
CAIT has decided to boycott Chinese goods in a phased manner and for the first phase it has earmarked "finished goods" from an identified list of about 450 broad categories of products which nearly has more than 3,000 products and those products are already been manufactured in India.
In the meantime, it will be pursuing the government to draw a comprehensive strategy to facilitate Indian Industry, small industry, entrepreneurs, startups and others to evolve and manufacture goods in India pertaining to raw material, spare parts and technology driven goods, which are currently being imported from China.

Amazon, Snapdeal, Flipkart, Myntra declined to comment. Responses from Grofers and Bigbasket are awaited.
Among e-commerce players, Walmart-owned Myntra is already showing the Country of Origin under ‘View Supplier Information’ on the product page. The details also appear on many listings at Snapdeal wherever sellers have provided the information. The meeting was held a day after the Finance Ministry asked sellers on public procurement portal Government e-Marketplace (GeM) to mention the same for products listed. While the move echoed the government’s stand on promoting ‘Vocal for Local’ and Make in India goods, it came amid consumers’ growing clamour to boycott import and use of Chinese goods following the recent border clash between the armed forces of the two countries.
“However, the government agreed that while platforms will do the technology enablement of this (update) but it will finally be sellers’ compliance as they have to fill information in the fields provided and it is a lot of manual work for them,” the source added. The government, nonetheless, has not set any timeline marketplaces to enable the display of country of origin. “This was a preliminary meeting to understand the industry point of view.”
Meanwhile, traders’ body Confederation of All India Traders (CAIT) had urged the Commerce Minister Piyush Goyal to make the Country of Origin provision applicable for e-commerce companies as well. “CAIT raised this demand on 15th June to Commerce Minister in the wake of the fact that mostly all e-commerce companies are selling Chinese goods in large percentages on their portals and in absence of Country of Origin provision, the customers are unaware about the origin of the Country which certainly influences the choice of the Consumers,” it had said in a statement. CAIT 在其官网上没看到相关抵制的信息,它在facebook上有一个公开的群组来呼应本次活动,但号称全印度多少万商户的联合会,这个群组一个月来只有3582个成员,其他人呢,都在家抗疫么?

CAIT,这个推动印度抵制中国产品的组织
这个号称有7000万印度实体零售商的商业组织,全印度贸易商联合会,Confederation of All India Traders (CAIT),一般正规的商业组织都会公开成员名单,比较有影响力的零售机构,可以号召更多零售商加入,但我们从挖掘的角度去找了,并没发现。
官网公开了3位领导人,有意思的是,不管做什么事情,2016年10月所谓Alliance for Digital Bharat的推进活动,2019年的发起抵制中国产品的活动 boycott China,3个老哥一起出现在现场。从官网的信息来看,这个机构应该没几个人,但为什么这次能推动中印贸易这个大盘子呢?

2019年3月的抵制活动现场
从2019年某印度报道的新闻里,我们看到了其运作机制是各地设联络人,然后依靠当地的零售商组织进行活动,报道称在印度人的印象里,CAIT是印度人民党的一支力量,但作为贸易商机构,部分印度零售商表示机构应该脱离政治,为零售商服务。
有了印度人的这个报道,我们再看这个机构,会相对容易理解,正是某在位印度的某部长呼吁,零售商要有政治态度,所以才有他们如此卖力的推动,从目前看到的新闻报道来看:

2. 印度电商平台要求对产品原产地进行标志识别,意图很明显,这个也和他们有关

带着政治意图的他们,推动了抵制中国货的运动,和当局相互配合,才会得到了一些媒体的关注,但实际上他们的海外社交媒体,facebook和推特,呼应的人很少,号称7000万之众的facebook群组一个月来之有3582个成员,反应了他们实际能得到底层呼应的能量并不高。但反而他们的提议都得到了印度当局的积极呼应,如果不是政府默许,海关不会实施检查计划,电商平台也不会被强制要求增加原产地信息。
他们还在给印度大公司企业巨头发信,邀请参与他们的抵制进口中国货行动,用政治正确来裹挟大企业,且看如何演变。
更值得一提的是,官网他们在帮万事达卡在印度推广,用信用卡来提倡无现金,听起来有点怪怪的,为什么不推在线支付,或印度本地信用卡?说明这个机构还是以盈利为目的,并不会真正的考虑印度商业的长期发展;他们还强烈的反对电商平台,包括Amazon和Flipkart,称平台的打折活动挤压了零售商空间,当然这是这个机构能存在的理由,为零售商利益发声。
今天端午节,趁这个时间,找了一下相关资料分享给大家。有福友反馈,这几年,印度每年都有几个月的海关100%检查,其实受害的是印度进口商,因为他们的交易条款是款到发货。如果你有印度客户,建议考虑一下贸易支付条款了,避免不必要的损失。
